Bridge debt vs. agency for a value-add lease-up — what's the call?

40-unit value-add, 60% occupied at close. Bridge gives flexibility but the rate is brutal. Thoughts?

If your business plan is under 24 months, bridge with a hard cap. Agency punishes the lease-up gap.
